believes this Reserve to have been good Land.
Quit Rents. M.r Chalmers has gone thro’ the Agents Accounts
and find the Average of Seven Years is
Quit Rents                               7220 .. ..
And as this was a Revenue which tended to rise he thinks
something above that general Average might fairly
fairly be taken as the Value of the Quit Rents - for
Instance ab.t £7400 P Annum.
            Says the Interest of each particular Receiver of Quit
Rents is a sufficient Check upon the Honesty of the Agent
his general Accounts having been made up from their
Particular Receipts.
Manor Rents. M.r Chalmers supposes the Manor Rents to have
been under worse Management than the Quit Rents as
there appears greater Irregularity in the Accounts of
these than of the others. He finds the average of Seven
Years to have been £654 P Annum.
Alienation Fines. He makes the Average of Seven Years of these
Amount to 181£ P Annum.
Fines & Forfeitures. These were Fines & Forfeitures for breaches of
the Law imposed by the Acts of Assembly. The Average
is £70. This as well as 12.d/ P Hh.d on Tobacco
M.r Chalmers is of Opinion the Proprietor enjoyed in
the Nature of a Trustee for the Public as Chief Magistrate
of the Province - and therefore the Trust ceasing the
Right sho’d seem to cease with it.
